Medical Center Director
Keith Allen has over 30 years of service with the Federal Government. He was an Infantryman with the United States Army, before starting a 19-year career with the United States Postal Service (USPS). In 1996, while employed as a Tractor Trailer Operator with USPS, Mr. Allen enrolled at Bristol Community College in pursuit of his Electrical Engineering Degree. Mr. Allen was awarded a Bachelor of Science degree in Electrical Engineering from the University of Massachusetts, Dartmouth 2004. During his academic time, he was inducted into both Phi Theta Kappa and Eta Kappa Nu Honor Societies. In 2006 he transferred to the Department of Veterans Affairs in Tampa Florida. While in Tampa, Mr. Allen held the positions of General Engineer, Chief of Projects Section and Chief of Maintenance and Operations. In 2013 Mr. Allen accepted the position as Director of Facilities Management Service with VA Puget Sound Health Care System in Seattle Washington. In July 2016, he graduated from the National Defense University with A Master of Science Degree in National Strategic Resourcing. He was most recently the Deputy Director for VA Puget Sound Health Care System, before becoming the permanent Medical Center Director at the Roseburg VA Health Care System.

Acting Associate Director
Mr. Harold Brent Pharis serves as the Acting Associate Director. A Veteran of the United States Army, Brent completed tours in Desert Storm (1991), Afghanistan (2005-2006), and Iraq (2007-2008) as a Healthcare Specialist (Medic). Brent served in a variety of positions in other medical centers including Operations and Administrative Supervisor, Department of Emergency Medicine, Supervisor of Surgical and Clinical Care/Operations and Surgical Services and Administrative and Operations Supervisor, Family Medicine before retiring from the United States Army in 2013. Brent began his VA career in 2013 at the John J. Pershing VA Medical Center in Poplar Bluff, Missouri as the Administrative Officer for the Department of Mental Health. He continued his service as Facility Planner and Administrative Officer to the Associate Director of the John J. Pershing VA Medical Center, a position he held until relocating in 2015 to Portland Oregon as the Executive Assistant to the Deputy Director for the VA Portland Health Care System (VAPORHCS). Since 2018 he has served as the Administrative Director for the Medical Practice Group and then as the acting Associate Director for the VA Portland Health Care System (VAPORHCS) from September 2020 to April 2021. Brent received a Bachelor’s of Science degree from Liberty University of Lynchburg, VA in 2011 and is currently pursuing his Master’s Degree in Executive Leadership from Liberty University. He is a 2015 graduate of the University of Nebraska-Methodist Health Care Analytics Certificate Program. He completed the VISN 15 Leadership, Effectiveness, Accountability, and Development (LEAD) Program in 2015 and achieved VA-CASE Lean Yellow Belt Certification. He is a member of the American College of Healthcare Executives, Association of the United States Army (AUSA), Military Order of the Purple Heart and the Order of Military Medical Merit.

Acting Chief of Staff
David Adelson has been acting Associate Chief of Staff for Purchased Care from July 2019 until October 2020 and Chief of the Dermatology Service at the VA Portland HCS since January 2015. In addition, he has been the vice chair of dermatology at OHSU from 2015 until present. Dr. Adelson has an interest in healthcare delivery and received a masters degree in Healthcare Delivery Science from Dartmouth College in 2013. At OHSU, he has been leading the tele-dermatology initiative, has been a member of the Ambulatory Access Committee, and completed the Foundations of Improvement Science Curriculum, which was a joint collaboration between OHSU and Portland State University. Within the American Academy of Dermatology, he has been a member of the Performance Measurement Committee, chair of the Work Group for Patient Reported Outcome Measures and sits on the committee developing the dermatology specialty specific data warehouse. An Oklahoma native, Dr. Adelson comes to the VA and OHSU from the University of Oklahoma-Tulsa where he was the Associate Vice President for Strategic Planning and Development as well as vice chair of the Department of Dermatology. Also, in Oklahoma, he opened the dermatology service lines at two different specialty clinics: one designed for and built in an underserved community and the other serving the Cherokee Health Systems. He also has provided tele-dermatology services in Oklahoma. He is board certified in Dermatology as well as Pediatric Dermatology and continues to enjoy practicing direct patient care both at OHSU and at the Portland VA. In his spare time, Dr. Adelson enjoys hiking, biking, skiing, fishing and other outdoor activities (but with hats, helmets and sunscreen).

Associate Director Patient Care Services/Nurse Executive
Barbara A. Galbraith was appointed as Associate Director of Patient Care Services (ADPCS) for the Roseburg VA Medical Center (VAMC) effective December 19, 2016. Mrs. Galbraith's area of responsibility includes the main Roseburg campus, the Eugene Healthcare Center (HCC) and our two VA Clinics in Brookings and North Bend. The ADPCS is responsible for overseeing all nursing care employees, Sterile Processing, Pastoral Care, and Education for the facility. Prior to Mrs. Galbraith’s appointment as the ADPCS, she served as the Chief of Quality Management for the Roseburg VAMC. Mrs. Galbraith began her nursing career in 1982 in the private sector, accumulating diverse nursing experiences which included emergency room, operating room, mental health, oncology, hematology, endocrinology, hospice, bone marrow transplant and several areas of quality management. Mrs. Galbraith retired from the U.S. Army Reserve Nurse Corps with the rank of Major after 21 years of Army service. Mrs. Galbraith joined the VA in 2003, as a Utilization Management RN in Sioux Falls, SD. She was assigned as the Quality Management Consultant and then promoted to Chief of Quality Management at the Sioux Falls VAMC. Mrs. Galbraith then transferred into the Roseburg VAMC as the Chief of Quality Management in 2014. Mrs. Galbraith's education includes a Bachelor’s Degree in Nursing, an MBA, and a PhD in Leadership.
