Medical Center Director
Keith Allen has over 30 years of service with the Federal Government. He was an Infantryman with the United States Army, before starting a 19-year career with the United States Postal Service (USPS). In 1996, while employed as a Tractor Trailer Operator with USPS, Mr. Allen enrolled at Bristol Community College in pursuit of his Electrical Engineering Degree. Mr. Allen was awarded a Bachelor of Science degree in Electrical Engineering from the University of Massachusetts, Dartmouth 2004. During his academic time, he was inducted into both Phi Theta Kappa and Eta Kappa Nu Honor Societies. In 2006 he transferred to the Department of Veterans Affairs in Tampa Florida. While in Tampa, Mr. Allen held the positions of General Engineer, Chief of Projects Section and Chief of Maintenance and Operations. In 2013 Mr. Allen accepted the position as Director of Facilities Management Service with VA Puget Sound Health Care System in Seattle Washington. In July 2016, he graduated from the National Defense University with A Master of Science Degree in National Strategic Resourcing. He was most recently the Deputy Director for VA Puget Sound Health Care System, before becoming the permanent Medical Center Director at the Roseburg VA Health Care System.

Mr. Ryan Baker was appointed Associate Medical Center Director, VA Roseburg Healthcare System January 21, 2018. Mr. Baker oversees the following services: Facilities Management, Health Administration, Fiscal, Logistics, Human Resources, Environmental Management, Food and Nutrition, and Voluntary and Police Services. Prior to his current appointment, Mr. Baker served as the VA Roseburg Healthcare System Chief Financial Officer, from September 2014 to December 2017, where he managed the Fiscal Service and the Business Office. Before joining the Veterans HealthCare Administration, Mr. Baker was the Chief, Financial Plans & Process Improvement Branch of the Air Force Global Strike Command at Barksdale Air Force Base, where he implemented policies and procedures for accomplishment of the commands financial programs. Mr. Baker’s previous assignments also included the Chief, Stability Support Division at US Southern Command HQ in Miami, Florida; Budget Analyst for the Department of the Air Force at the Pentagon in Arlington, Virginia; and Budget Analyst for Air Force Research Lab, Space Vehicles Directorate at Kirtland Air Force Base in New Mexico. Mr. Baker is a Veteran of the United States Air Force, and a graduate of Webster University, with a Master’s Degree in Business Administration. He also holds a Master’s Degree in Industrial/ Organizational Psychology from Louisiana Tech University, along with a Bachelor’s Degree in Justice Administration from Hawaii Pacific University.

Chief of Staff
Dr. Marlene Hassenfratz was appointed as Chief of Staff for VAROSHCS effective April 28, 2019. Prior to joining the Roseburg VA Healthcare System, she served as the Deputy Chief of Staff for the Eastern Colorado Healthcare System. Dr. Hassenfratz began her VA career as a Chief of Physical Medicine and Rehabilitative Services at the Chillicothe VA Medical Center in Ohio where she also served as Acting Chief of Staff. Prior to her VA career, Dr. Hassenfratz served as a Medical Director of a Pain Center in Nashville, TN and was a Director of Pain Services for an Orthopedic practice in Buffalo, NY. She also has many years of business management experience. Dr. Hassenfratz earned her undergraduate degree in Combined Science at Youngstown State University where she was honored as an esteemed University Scholar. During her academic time, she was Treasurer of the Phi Theta Kappa Honor Society, Vice-President of the Non-Traditional Students Organization and served as President of both Alpha Epsilon Delta and the Philiatric Society. Dr. Hassenfratz graduated from the Lake Erie College of Osteopathic Medicine. She completed an osteopathic internship at Sister’s Hospital in Buffalo, NY where she was honored with the prestigious Cary F. Vastola - Intern of the Year Award for clinical excellence while in her role as Chief Intern. Dr. Hassenfratz completed a Physical Medicine and Rehabilitation residency and training in Interventional Pain Medicine at the University of Buffalo where she was honored with the DORMA – Department of Rehabilitation Medicine Award and also won a research award for her work at the Buffalo VA Medical Center on Spinal Cord Injury and Disease.

Associate Director Patient Care Services/Nurse Executive
Barbara A. Galbraith was appointed as Associate Director of Patient Care Services (ADPCS) for the Roseburg VA Medical Center (VAMC) effective December 19, 2016. Mrs. Galbraith's area of responsibility includes the main Roseburg campus, the Eugene Healthcare Center (HCC) and our two VA Clinics in Brookings and North Bend. The ADPCS is responsible for overseeing all nursing care employees, Sterile Processing, Pastoral Care, and Education for the facility. Prior to Mrs. Galbraith’s appointment as the ADPCS, she served as the Chief of Quality Management for the Roseburg VAMC. Mrs. Galbraith began her nursing career in 1982 in the private sector, accumulating diverse nursing experiences which included emergency room, operating room, mental health, oncology, hematology, endocrinology, hospice, bone marrow transplant and several areas of quality management. Mrs. Galbraith retired from the U.S. Army Reserve Nurse Corps with the rank of Major after 21 years of Army service. Mrs. Galbraith joined the VA in 2003, as a Utilization Management RN in Sioux Falls, SD. She was assigned as the Quality Management Consultant and then promoted to Chief of Quality Management at the Sioux Falls VAMC. Mrs. Galbraith then transferred into the Roseburg VAMC as the Chief of Quality Management in 2014. Mrs. Galbraith's education includes a Bachelor’s Degree in Nursing, an MBA, and a PhD in Leadership.
